The State Planning Policy (SPP) is supported by state interest guidelines which are provided to assist the implementation of the policy. Each of the 16 state interests in the SPP are supported by one or more state interest guidelines.

The use of guidance material is optional - it does not form a statutory component of the SPP.

To assist the usability of the resources, each of the state interest guidelines follows a consistent structure. They provide advice on:

  • core concepts underpinning the state interest
  • how to integrate the state interest into planning schemes
  • how to apply the interim development assessment requirements (where necessary).

In addition, model planning scheme provisions and codes are provided for some state interests to assist local government in integrating state interests when making or amending a planning scheme. Available guidance material and resources are listed below for each state interest.

Amendments to the guidance material

The guidance material is updated from time to time to ensure the most recent state information is available and to illustrate best practice examples of good planning in Queensland.

For all amendments, the publication date of the guideline will be updated. Requests for a summary of the amendments should be directed to This email address is being protected from spambots. You need JavaScript enabled to view it..

All guidelines were updated on 29 April 2016 to coincide with the commencement of SPP April 2016. The Strategic airports and aviation facilities guideline was further amended on 15 June 2016 to remove decommissioned aviation facilities in Appendix 2 and update guidance on satellite ground station (SGS) in Appendix 3.
