Where is the Toondah Harbour PDA?
The Toondah Harbour PDA is located on the southern shores of Moreton Bay in Cleveland, approximately 33 kilometres east of the Brisbane CBD. It is a recognised boat landing and acts as the point of departure and arrival for vehicular ferry and water taxi services between the mainland and North Stradbroke Island.
The PDA is bounded by Shore Street East to the north, Wharf Street to the west and Queen Street to the south. It incorporates Council and privately owned land as well as open space. The PDA covers a total area of approximately 67 hectares (17.5 hectares over land and 49.5 hectares over water within Moreton Bay).

Why was the Toondah Harbour site declared as a PDA?
Cleveland and its water transport facilities at Toondah Harbour are recognised as the main gateway to North Stradbroke Island. The harbour serves as the principal base for water taxi, passenger and vehicular ferry services to and from the island. The harbour is also utilised for the launch of recreational boats and trailers and provides.
Continuing growth of user numbers at Toondah Harbour will increase demand and place pressure on the existing small scale harbour facilities and infrastructure. This situation has led to the requirement to prepare an appropriate development strategy for the harbour.
What will the MEDQ in partnership with RCC do within the Toondah Harbour PDA?
The Minister for Economic Development Queensland (MEDQ) in partnership with Redland City Council (RCC) has worked with state government agencies, ferry providers, landowners, the community and stakeholders to undertake planning for the PDA. This has included preparing the development scheme which will be used to guide future development outcomes within the Toondah Harbour PDA. This scheme will seek to create an accessible and connected place with opportunities for mixed use and medium density residential development that reinforces Toondah Harbour as a community focus and a regional gateway to Moreton Bay.
What is RCC's role within the Toondah Harbour PDA?
RCC requested the declaration of the PDA and worked with the MEDQ to prepare the development scheme. This includes overall project coordination, procurement of consultants and community engagement.

What is the vision for Toondah Harbour PDA?
The vision for delivery of the Toondah Harbour PDA is to:
- a key waterfront destination for South East Queensland
- a mixture of residential, retail, tourism, commercial and community uses with a strong community identity
- reinforcing Toondah Harbour as the principal point of departure and arrival between the mainland and North Stradbroke Island with separate terminals for passenger and vehicle ferries, a marina, boat industries and marine services
- protection of existing parks and creation of new areas of open space to enjoy the waterfront and Moreton Bay
- creating an accessible and connected place, featuring high quality public transport integrated with a safe and convenient walking and cycling network and adequate car parking; and
- development which is complementary to the Cleveland CBD.
What is the Toondah Harbour PDA Development Scheme?
The Toondah Harbour PDA Development Scheme is the planning document which sets out the land uses, development criteria and infrastructure envisaged for the Toondah Harbour PDA. It provides a framework for development assessment and gives direction and different development outcomes.

How was the Toondah Harbour PDA Development Scheme prepared?
The development scheme was prepared in collaboration with RCC, and input from the community and state agencies. The proposed development scheme was publicly notified between 10 January to 24 February 2014. During this time a number of submissions were received. These submissions were considered by the MEDQ.
The preparation of the development scheme was informed by specialist consultant advice including civil engineering, economic, environmental, stormwater management, traffic engineering and urban design advice.

What key amendments were made to the Toondah Harbour PDA Development Scheme?
Following the end of public notification, submissions received were considered by the MEDQ and RCC. RCC considered the key issues raised in the submissions and its view on the submissions helped determine what amendments should be made to the proposed development scheme.
The key amendments include:
- a reduction of maximum building height limits from 15 storeys to 10 storeys
- reinforcing the development scheme to require development to address urban design and other amenity matters such as adjoining development, local character, views, breezes and open space and that there will be no net loss of public open space within the PDA
- greater protection for the recreational function of GJ Walter Park
- removal of the proposed road link from Middle St to Shore Street East
- reduction in the size of the proposed marina from 800 to 400 berths
- improvements to the readability of the development scheme.

Who is responsible for assessing development applications?
The MEDQ is the development assessment manager for development applications within the Toondah Harbour PDA.
What will happen when a development application is lodged with the MEDQ?
When lodging a development application to the MEDQ the application will be assessed against the purposes of the Economic Development Act 2012 and the Toondah Harbour Priority Development Area Development Scheme.

How does the Economic Development Act 2012 development assessment process differ from the process under the Sustainable Planning Act 2009?
Development applications over land within a PDA are made against the development scheme, instead of the local planning scheme and assessed by the MEDQ or a delegated entity under the Economic Development Act 2012. Under this Act, the assessment process generally occurs within 40 business days. This timeframe does not include circumstances where there is a need for additional information or public notice of the application.
Development applications over land outside a PDA are made to and assessed by the local government authority under the Sustainable Planning Act 2009 and the planning scheme.
How long will it take to complete development within the PDA?
Full development of the Toondah Harbour PDA is dependent on the landowners and market forces.
The development scheme is intended to support improved development opportunities and assessment processes that can't be achieved under the Sustainable Planning Act 2009.
Can the MEDQ compulsorily acquire property?
The MEDQ does not have compulsory land acquisition powers under the Economic Development Act 2012.
What happens to building applications that are lodged with a private building certifier?
These applications will continue to be assessed under the Sustainable Planning Act 2009 (SPA), which provides for private building certification.
